Protecting the Integrity of Your Profession

Protecting the integrity of Traditional Chinese Medicine and acupuncture practice has always been TCMO’s priority. We work with regulators, government, and healthcare stakeholders to ensure that acupuncture and TCM services are provided only by qualified, regulated practitioners.

Over the years, TCMO members have raised concerns about regulated health professionals who may be performing acupuncture or TCM services outside their regulated scope of practice—often without the education, training, or authorization required of Registered Acupuncturists and Registered Traditional Chinese Medicine Practitioners.

Many practitioners are reluctant to file complaints directly with regulatory colleges due to concerns about professional relationships, reputation, or becoming involved in formal complaint processes.

This reporting mechanism exists to solve that problem.


Who Can Report

This service is available to TCMO members only.

Your membership allows you to submit concerns confidentially while TCMO advocates on your behalf to regulatory bodies. This protects your professional relationships and shields you from potential backlash.


What This Covers

We accept reports about scope of practice concerns only, including:

  • Acupuncture being performed by regulated professionals outside their authorized scope
  • Cosmetic, facial, or fertility acupuncture by practitioners without appropriate regulatory authorization
  • Misleading advertising about acupuncture services or claims that suggest unauthorized practice

Examples of reportable concerns:

  • A chiropractor promoting cosmetic acupuncture for beauty purposes (not within chiropractic scope)
  • A naturopath offering acupuncture services without regulatory authorization to do so
  • A healthcare provider advertising “acupuncture treatments” beyond their regulated scope

What This Does NOT Cover

Title misuse or credential fraud
If someone is falsely claiming to be an Acupuncturist, TCM Practitioner, or using credentials they don’t hold, report directly to CTCMPAO at conduct@ctcmpao.on.ca.

Unlicensed or unregulated practice
If the practitioner is not regulated by any healthcare college, report to the appropriate regulatory body or local authorities.

Personal disputes or quality of care concerns
For complaints about treatment outcomes or professional conduct, contact the practitioner’s regulatory college directly.


How It Works

Step 1: You Submit
Complete the confidential report form below with details about the concern and supporting evidence (screenshots, URLs, recordings, ads).

Step 2: We Review
TCMO’s designated reviewer assesses your submission to ensure it contains sufficient evidence and falls within scope of practice concerns.

Step 3: We Submit on Your Behalf
If your concern warrants action, TCMO submits a formal complaint to the appropriate regulatory college. Your identity remains confidential—the complaint is submitted by TCMO, protecting you from professional or personal backlash.

Step 4: You Stay Informed
You’ll receive email updates when:

  • Your report has been submitted to the college
  • The college responds with preliminary findings
  • The investigation is resolved

Your Confidentiality is Protected

  • Your identity will never be disclosed to the practitioner or the public
  • TCMO submits complaints on behalf of the profession, not as a named individual
  • All records are stored securely and accessed only by authorized TCMO representatives
  • You receive updates via confidential email only

This is the key protection this mechanism provides: report concerns without risking your professional relationships.


Understanding Scope of Practice

Different regulated health professions in Ontario have different authority to use acupuncture and TCM modalities. Here’s what you should know:

Regulated Professions Authorized to Use AcupunctureChiropractors (CCO)
Within chiropractic scope only: spine, joints, and nervous system dysfunction. Cosmetic, facial, and fertility acupuncture are not within scope.

Naturopathic Doctors (College of Naturopaths of Ontario)
Authorized within naturopathic scope; cannot delegate. To call themselves an “acupuncturist,” they must be registered with CTCMPAO as R.Acu or TCMP.

Physiotherapists (College of Physiotherapists of Ontario)
Within the physiotherapy scope only: musculoskeletal, neurological, or functional conditions. Cannot delegate acupuncture. Cosmetic/wellness acupuncture is outside their scope.

Nurses (CNO)
Generally not authorized to perform acupuncture independently. Would need additional training and specific authorization.

Physicians (CPSO)
May provide acupuncture only as a complementary treatment for conditions within their medical scope and that they’re qualified to treat. Cannot offer as a standalone wellness or cosmetic treatment.

Unregulated Practitioners

Estheticians/Aestheticians are not regulated in Ontario and are not authorized to perform acupuncture.

Registered Acupuncturists & TCM Practitioners

Only R.Acu and TCMP designations (regulated by CTCMPAO) are authorized to provide acupuncture and Traditional Chinese Medicine services within their full scope of practice.


Questions Before You Report?

Q: Will my membership be affected if I report?
A: No. Reports are confidential and have no bearing on your membership status.

Q: What if I’m not sure if something is within scope?
A: The form includes guidance on scope of practice. If you’re uncertain, you can still submit—TCMO’s reviewer will assess whether the concern falls within our purview.

Q: What if the complaint is dismissed?
A: You’ll be informed of the outcome. Regulatory colleges make independent determinations based on their standards and evidence presented.

Q: How long do you keep my information?
A: Records are retained indefinitely for legal and audit trail purposes.
